Al McClaran

Chief Executive Officer
Mr. McClaran is responsible for the day-to-day operations of SDR. He is thoroughly knowledgeable of all aspects of FEMA criteria for debris recovery operations and has completed numerous courses with FEMA’s Emergency Management Institute Independent Study Program. Mr. McClaran works closely with Emergency Management and other government agencies both before and after disaster events. Prior to an event he helps with readiness planning and preparation. This includes working on debris management plans and training government personnel in debris recovery operations. After disaster strikes he coordinates all aspects of the recovery and the documentation process to assure that the applicant receives the funding to which it is entitled. He has overseen debris removal projects following hurricane, tornado, and winter storm disasters.

Robert “Chip” Patterson has over 30 years of experience in disaster management. Chip’s career includes service as Chief of Operations in State Emergency Operations Centers in two states; organizing and leading disaster resources to support some of the largest natural disasters in the nation during the 90’s. Chip also served as a city/county EM Director for over 10 years where he was responsible for leading disaster operations and administering a number of grant programs including FEMA’s Public Assistance Grant Program. He has been leading disaster debris removal operations for the past 15 years and is responsible for SDR’s disaster response and recovery operations.

Martha Long
Martha Long

As the Chief Financial Officer for SDR, Martha analyzes the business opportunities presented for consideration so that the company continues to grow in its current lines of disaster recovery and debris management. She brings 40 years of experience in the finance/accounting field that includes heavy acquisition experience, i.e., becoming the acquiring company instead of the acquired; development of skills and processes for growth in new areas; and compliance with heavy regulatory oversight. She brings a solution driven approach for a business to thrive. Case in point: in her last venture as a C-Suite executive, she came on board a failing bank as the CFO. Her efforts took the bank out from under a consent order by strategizing and successfully implementing a profit plan. Most recently, she has grown her own practice four-fold and focused primarily on small businesses, both on improving their day-to-day operations as well as tax strategies for the business owners.

VP of Civil Division
Alvie joined the SDR team as Vice President of the Civil Division in June of 2021. He brings over ten years of experience in civil engineering and design and project management in both commercial and government projects. His project experience has included permitting and communication with federal, state, and local governments. Alvie is a graduate of Clemson University with a degree in Civil Engineering as well as a licensed Professional Engineer.

Clint Stephens

VP of Utility Vegetation Management
Clint is a strategic business professional with over 20 years of experience in heavy civil, disaster response, and vegetation management. Stephens has led market expansion across the United States and offers experience establishing and managing multiple scopes of work in both the public and private sectors. Scopes have included emergency response, civil, fuel reduction, and utility vegetation management. In addition to program and project management experience, Stephens has an extensive history of contract management with over $1B negotiated and managed.

Mark Stafford brings over 40 years of experience in disaster response, waste management, and federal contracting. He has held executive leadership roles across the industry, including CEO, COO, and Vice President at nationally recognized disaster recovery firms. Mark has shaped FEMA policy, authored safety and operations manuals, and holds over 60 FEMA certifications. As Vice President and Chief Business Officer at SDR, he leads contract fulfillment with deep expertise in FEMA Public Assistance compliance and large-scale post-disaster operations.

Aaron Dargis brings over a decade of experience in financial services, risk analysis, and process improvement to his role at SDR, where he supports operational and financial accuracy across all active projects. He specializes in receiving and analyzing large-scale data from third-party monitoring firms, extracting actionable insights for subcontractor invoicing and waiver processing. Aaron works closely with subcontractors and field monitors to troubleshoot discrepancies, resolve billing issues, and ensure compliance with contractual obligations. His background encompasses high-volume lending, credit analysis, regulatory compliance, and operational efficiency.
At SDR, Aaron’s data-driven approach streamlines project accounting workflows, reduces financial discrepancies, and ensures transparent, accurate payments that strengthen subcontractor partnerships.

Amy Crawford is an accomplished executive with over 20 years of experience in accounting, human resources, and administrative leadership, specializing in guiding organizations in their growth phase. She has built and managed full-cycle accounting, payroll, and HR systems from the ground up, implementing scalable solutions to support rapid expansion. Amy’s career includes senior leadership roles in corporate finance, compliance, and multi-location operations, with expertise in GAAP compliance, budgeting, policy development, and process improvement. She has also overseen human resources functions for teams of over 150 employees, ensuring regulatory compliance and fostering a positive workplace culture.
As Accounting Administration Director at SDR, Amy leads financial operations, administrative teams, and process optimization to support the company’s continued growth and operational excellence.

Ashlee Bohlander is a senior proposal and business development leader with over 15 years of experience driving growth for federal, state, and local markets in the AEC and IT sectors. She has managed pursuits valued from $3 million to $3 billion. Known for connecting people, ideas, and processes, Ashlee specializes in creating more innovative tools, content libraries, and collaborative systems that streamline proposal development and improve competitiveness. Her expertise spans proposal strategy, contract negotiation, and pipeline management.
As Proposal Director at SDR, she leads high-value pursuits, fosters a collaborative proposal culture, and advances innovative solutions to help the company win more effectively and efficiently.

Bryce Fletcher

Director of Utility Vegetation Management
Bryce’s professional experience has included various field engineering requirements for utility, natural disaster and non-disaster work, including contract administration, quality control, requirements analysis, change order implementation, reporting compliances, management of field personnel, crew supervision, equipment maintenance, liaison with contracting officers, and other related functions. Performance has required in depth knowledge of the many guidelines found in the contracting, quality control and safety and accident prevention programs, of respective companies, where employed, and the safety and health manuals and regulations for the various local, state and Federal governmental organizations contracting with the respective firms.
In addition, a working knowledge of the Federal Acquisition Regulations (FAR) and the Defense Supplement to the FAR, ANSI -Z133 and all OSHA requirements in overall job performance, has been cultivated over the many years of performing in this line of work.

Clayton Clemens brings a diverse background in nonprofit leadership, government affairs, and strategic communications to his role as Regional Manager for SDR in Florida, where he also manages the company’s social media presence. He is the Executive Director of Project Focus, a nonprofit organization that supports young people with developmental disabilities through program development, partnerships, and community initiatives. Clayton’s career includes serving as Chief of Staff in the Florida House of Representatives, directing public affairs for a statewide industry association, and managing political campaigns. He has been recognized as a “Rising Star” in Influence Magazine’s 30 Under 30 for his impact in public service.
At SDR, Clayton leverages his policy expertise, media skills, and community engagement experience to strengthen client relationships and expand the company’s reach in Florida.

Chris is a Senior Project Manager for SDR who has a rich history in local government service that he applies to the benefit of our Clients. Chris’ early career was in local law enforcement and he served as a County Director of Environmental Services and Compliance. Prior to joining SDR, he served as a Multi-site manager for a national solid waste company. He is a certified landfill operator and holds a number of safety and environmental certificates.

Staff Accountant
Jacob West is a staff accountant at SDR with a strong background in bookkeeping, tax preparation, and financial operations across corporate, nonprofit, and public sector environments. He has managed payroll, accounts payable and receivable, tax filings, and month-end closing processes, with experience in tools such as QuickBooks, Salesforce, and Jonas software. Jacob’s career includes accounting roles supporting organizations in hospitality, education, and technology, as well as volunteer service through the IRS Volunteer Income Tax Assistance (VITA) program.
A graduate of California State Polytechnic University, Humboldt, with a degree in Business Administration – Accounting, Jacob brings attention to detail, organizational skills, and a collaborative approach to supporting SDR’s financial operations and business growth.

Controller
Jon manages SDR’s finances as Controller by monitoring the company’s cash flow, overseeing its accounting transactions, and providing accurate financial information. In addition to his financial management responsibilities, he reviews proposals and manages client contracts. Jon has over 30 years of business experience that began with working at a bank and processing sales tax returns. Before joining SDR he spent a significant amount of time as the financial administrator of a local church and a brief amount of time in county government in the office of the treasurer.

Quality Assurance Director
John has had a rich career in emergency and disaster management. He just retired from Clay County FL as the Emergency Management Director. He previously served as a Director of Operations/Safety & Security (Clay County School Board), Deputy Director of Emergency Management-Clay County, and Clay County Public Safety EMT/Firefighter.
He is a Florida Professional Emergency Manager (FPEM), has All-Hazards IMT Certification (FDEM, NWCG, NFA) and is a FEMA ICS Instructor. He is a prior IC/PIO/Plans Chief for FDEM State IMT and previous FDOF IMT Member.

Lee Foster is a GIS Analyst with more than five years of experience in geographic information systems and data analysis, supporting engineering, utility, and local government projects. His expertise includes spatial analysis, database development, Python scripting, and the use of ESRI ArcGIS Enterprise, ArcGIS Pro, and related platforms. Before his current role, Lee spent over seven years as a Field Technician at Woolpert, specializing in water quality data collection, statistical analysis, and technical reporting. He also has experience in manufacturing supervision, implementing lean processes, and data-driven efficiency improvements.
At SDR, Lee leverages his GIS and analytical skills to enhance project mapping, data visualization, and decision-making tools that support operational excellence.

Lesa Simon is a Geographic Information Systems Analyst with experience across higher education, municipal government, and the utility sector. She is skilled in ArcGIS Pro, ArcGIS Online, Field Maps, Survey 123, geostatistical analysis, and database creation, with additional expertise in quality assurance and environmental science. Lesa’s career includes leading GIS departments, developing applications and dashboards for stakeholders, implementing GIS standards, and applying AI and deep learning for spatial analysis. She has also contributed to emergency response mapping, utility infrastructure projects, and conservation initiatives.
Lesa holds a Master’s degree in Environmental Studies and a Graduate Certificate in GIS from the University of Illinois, bringing a detail-oriented, data-driven approach to supporting SDR’s mapping and analysis needs.

Lisa Groneman is a Contracts Administrator and Office Manager at SDR with over a decade of experience managing complex administrative operations, coordinating contracts, and delivering exceptional client service. She is recognized for her professionalism, organizational skills, and meticulous attention to detail, as well as her ability to establish rapport and cultivate strong working relationships. Throughout her career, Lisa has overseen office operations, supported executive leadership, managed high-volume communications, and coordinated marketing and event initiatives.
At SDR, she applies her expertise in administration, contract management, and team coordination to ensure seamless operations, accurate documentation, and prompt support for both internal teams and external partners.

Lucas Peck is a Data Analyst at SDR, where he supports operational and financial accuracy across all active projects. He specializes in receiving and analyzing large-scale data from third-party monitoring firms, identifying key metrics to inform subcontractor invoicing and waiver processing. Lucas works closely with subcontractors and field monitors to resolve discrepancies, troubleshoot billing issues, and ensure compliance with contractual requirements. His background includes financial analysis, credit risk assessment, and accounts receivable management, with experience in tools such as Excel, Tableau, and SAP.
A graduate of Clemson University with a degree in Financial Management, Lucas applies his analytical expertise to streamline project accounting workflows, reduce errors, and deliver transparent, data-driven results.

Randy is SDR’s Director of Government Services. He is a retired County Emergency Services Director having served 32 years in continuous progressive roles; starting as a Public Safety Officer, Fire Lieutenant, Deputy Emergency Management Director and Emergency Services Director. Randy has been working in disaster recovery/debris management since 2010 and brings a rich experience to SDR’s Clients. He is invaluable in helping our Clients steer through the complexity of major and catastrophic disaster.

Robert Samaan

Senior Director of Federal and State Development
Robert Samaan is a FEMA Qualification System-certified Federal Coordination Officer (FCO) and, most recently, served as the Regional Administrator of FEMA Region 4. He brings over 20 years of experience in emergency management with leadership roles at FEMA, the US Department of Homeland Security, and the state government. He has led the response and recovery for more than 200 federally declared disasters across the Southeast. His expertise spans across FEMA programs, federal and state policy, and strategic government relations.
As Director of Federal and State Development at SDR, Robert serves as a senior liaison supporting client engagement, disaster readiness, and program execution.

Roger works in SDR’s Operations as a Project Manager. He is a Certified Emergency Manager and comes to SDR following a storied career in County government. Roger is skilled at ensuring the day to day disaster operations aligns with the Community’s needs in disaster recovery. He’s been doing that for over 30 years in emergency services/public safety.
Upon retirement from local government service, Roger was awarded the Order of the Long Leaf Pine by the Governor of NC; this is “for persons who have made significant contributions to the state and their communities through their exemplary service and exceptional accomplishments.” This aptly describes Roger’s work for SDR to support our Clients in major and catastrophic disaster recovery.

Sonny is an experienced Senior Project Manager who has over 30 years experience in disaster debris removal. He is a ISA certified Arborist and he has managed or supervised crews on over 90 disaster debris removal projects. Sonny’s experience is apparent to our clients from the first hours he is on a disaster project. He has the experience and skill to organize and lead the disaster debris removal project to fulfill our clients’ goals following major and catastrophic disaster. He is adept at helping bring order out of the chaos of a post disaster environment.

Susan Richardson is a UVM Administrator at SDR, with over 30 years of experience in project administration, financial management, and team leadership. Her career includes managing large teams, overseeing complex project data and financials, and implementing process improvements to enhance efficiency and accuracy. Before joining SDR, Susan spent three decades at Pomeroy in progressively senior leadership roles, where she managed project financials, coordinated forecasting and revenue recognition, supervised multi-location teams, and administered enterprise systems.
Known for her organizational skills, problem-solving ability, and commitment to quality, Susan now applies her expertise to support SDR’s utility vegetation management operations, ensuring accurate data management, process consistency, and strong coordination between teams and stakeholders.

Walt Johnson

Director of Marine Division
Walt Johnson is the owner of Johnson Marine and leads SDR’s Marine Division with over 40 years of deep marine industry expertise and 25 years focused on vessel recovery. He began his career in production with Outboard Marine Corporation, advancing to field support before operating his own shop at Allatoona Lake for two decades. Under Walt’s leadership, Johnson Marine has supported 18 hurricane recovery operations and executed vessel removals across the U.S. coastline, from Brownsville, TX to Portland, ME. His decades of hands-on experience in marine recovery, communications, and logistics reinforce SDR’s reputation for responsive, community-centered marine solutions.

William is SDR’s staff accountant and is a key component of the SDR team. William’s varied experience is applied to ensuring accounts payable and accounts receivable are accurate and reflect the work or obligations accomplished. Bill has served in the construction management profession for over 35 years supporting private, commercial and government clients. His primary specialization is in the debris management role in DMS oversite and debris reduction activities. He recently assumed the role of debris and DMS monitor and safety coordinator for landfall Strategies and assisted in three storm events.
